Circle K Ireland (formerly Topaz Energy Ireland) have been awarded the contract by Transport Infrastructure Ireland (TII) through Public Private Partnership (PPP) to design, construct, fitout, operate and maintain three new online motorway service areas located on the M11, M6 and M9 motorways.  

The PPP Company will design, construct, fitout, operate and maintain three new online motorway service areas situated on the M11, M6 and M9 motorways for the duration of the Contract (25 years). Motorway bridge and access/ egress infrastructure has already been constructed at each site through separate contracts, which will allow customer access and egress from either side of the respective motorways. The main works now planned for each site is as follows: 

PPP Company role: 

Circle K’s role is to design, construct and fitout three new online motorway service areas situated on the M11, M6 and M9 motorways for the duration of the Contract. 

            M11 Motorway Service Area – Gorey, Co. Wexford 

                 Internal works and fit out of the already-constructed motorway service area 

            M6 Motorway Service Area – Athlone, Co. Westmeath 

               Full construction of the greenfield site and fit out  

           M9 Motorway Service Area – Kilcullen, Co. Kildare 

              Full construction of the greenfield site and fit out  

Facilities: 

The Motorway Service Areas will include the following 24-hour facilities for road users. Dedicated parking areas for all road users to use facilities, rest and reduce fatigue: 

  • Customer car and motorcycle parking for all road users and rest in order to reduce fatigue
  • Commercial vehicle/ truck parking, allowing drivers take mandatory breaks and rest periods. Parking also includes ADR spaces
  • Coach/ bus parking 
  • Fuel station facilities for all vehicles including EV charging
  • Restaurant/ hot food outlets  
  • Customer seating areas
  • Convenience shop facilities 
  • Play areas for children 
  • Tourist information facilities
  • Toilet facilities 
  • Showering facilities 
  • Baby changing facilities

Current Works:

Initial construction works commenced at the end of August 2018 and each of the three sites are now live working sites. Temporary traffic management measures have been set up and are now in place for the duration of the project works on each of the three sites at the M6, M9 and M11 motorways.
